Kameoka, Japan: government to ban paid plastic bags

The government of kameoka, the capital of Japan, announced on December 13, 2018 that it would adopt guidelines to ban retail stores from providing plastic bags to customers, Japanese media reported. Paid plastic bags were also banned.
The government is trying to reduce Marine pollution caused by plastic waste, the report said. The regulations will be implemented from April 2020 to March 2021. "This is an unheard of attempt on a national scale," said the ministry's recycling propulsion office. The regulation will apply to about 760 supermarkets, convenience stores and other retail stores in the city. Some shops pay customers to provide plastic bags, but only a small proportion, so the kameoka government decided to ban them altogether. For those shops that violate the regulations, the kameoka government will publish their names and make them the targets of its advice. It will also discuss introducing a system of levying fines according to the implementation.
Prior to the enactment of the regulations, the kameoka municipal government also envisaged to conclude an agreement with shops and shopping streets between April 2019 and March 2020 to completely implement the charging of plastic bags, in order to encourage customers to bring their own shopping bags, laying the foundation for the ban on the supply of plastic bags. After the regulations take effect, the kameoka government will move toward allowing the supply of paper bags.
